Walmart is actually a great resource for DVD movies... I usually raid that huge $5 movie bin they stick in the middle of the aisle (please tell me all walmart's have these). There's actually some really good titles in there.
Aside from that, i'm not disciplined enough to actually set a budget, though I should. I have a real weakness about buying new releases that first week they go out at that $16ish "sales" price.
