I'm assuming you want to play VHS into the computer and then burn as a DVD...
You need a capture device. A number of higher end video cards today have capture capability. Some, with included software will capture directly to MPEG2 (needed for DVD)
There are stand alone capture devices, generally they connect by firewire and capture to DV. (that's DV as in digital video, it's a format) The item I use is no longer available. ADS makes such a product.
You will need software to convert the captured content to DVD format, MPEG2 with the appropriate data rate and audio into PCM, AC3, or MPEG-layer2, again at the appropriate data rate. Some applications handle those tasks automatically.
