How do you propose to do this?
I mean how would you (if you were the President) tell the American public that you are planning to overthrow a regime that you see as a threat?
TV, Radio, Mass Mailing?
Golly, there's no way the nation in question would find out about your plans is there?!?!!?
And if that nation did find out, I'm sure that would have no effect on the success of the future operation!!
