Unfortunately, the stuff is so tied into the packaging because if it's not, it is very easy to steal. That's a good part of the reason you see packages like this. Having worked retail for many years, I can tell you that people will steal anything that's not nailed down and it doesn't matter what it costs. Cheap stuff is stolen just as much as expensive items.
