For a child that young, I'd suggest anything with bright colorful pictures and eatable.
Really for that age, you don't need words, picture books are best. The child and her parents can look at the pictures together and pick things out. (What is yellow in this picture? where is the frog? that sort of thing) Unless she's a prodigy she's not up to reading anything yet. As for the eatable part, kids that age discover their world with their mouth, cloth or hard cardboard are best. If you're looking for something the child can treasure for a lifetime, Winnie-the-Pooh (the collected works) are wonderful childhood stories.

I'd recommend buying a book that may mean something to a child later in life. Like a nice keepsake edition of Charlotte's Web.
