I can see 3 helium filled balloons in the first part of the video...
That coupled with the noise of a bunch of kids talking and several kinds of music
playing in the background... This leads me to think that this is a part of a pets & animals
exhibit at the fair... I could almost smell cotton candy, popcorn and animal feces in the air when
I watched the video...

You are right on both counts, it was a chick that fell off the ferris wheel and you also said it wouldn't be what we expected. I don't think the chick got hurt, it has a lot of feathers to cushion the blow.
